Mr. Sameer Rashid Bhat

Sameer Rashid Bhat is a 2018 Rhodes Scholar from Kashmir (India) reading for the MSc in Global Governance and Diplomacy at the Department of International Development, University of Oxford. In 2019, Sameer completed the Master of Public Policy (MPP) with a distinction from Oxford’s Blavatnik School of Government. Prior to Oxford, he obtained an undergraduate degree in law from Gujarat National Law University, India and is qualified to practice in India.

Since 2018, Sameer has been serving as the Chairperson of Oxford Transitional Justice Research, and has also been associated with Oxford Pro Bono Publico in research and administrative capacities. In 2019, Sameer worked as a Research Assistant at the Oxford Institute for Ethics, Law and Armed Conflict (ELAC), in the course of which, he authored a report on increasing accountability for crimes against children in armed conflicts. He also assisted Federica D’Alessandra, Executive Director of the Programme on International Peace and Security with research for her book on the intellectual contributions of Benjamin Ferencz in international criminal justice. Sameer was also associated with the EURO-EXPERT Project, led by Prof Livia Holden, Centre for Socio-Legal Studies. As a Research Assistant on the project, he worked on the use of cultural expertise in decision-making in and out of courts in Europe. Sameer is currently a Graduate Research Resident at the Bonavero Institute of Human Rights.

Sameer’s broad research interests include international law, human rights, constitutional law and counterinsurgency policies. As a law and policy graduate, he is interested in exploring how international law and global institutions can and should influence peace-building processes in situations of armed conflict. His MSc dissertation examines counterinsurgency policies (especially in Kashmir) to see how better civilian protection can be achieved.
